When you move from on-premises to Office 365 (whether full or hybrid configuration), you immediately lose some flexibility in user management. Features like role-based access, delegation of administrative permissions, and automated configuration management are missing from the standard Office 365 toolkit. The Office 365 portal is not designed for grouping or delegation.
The administrative hierarchy in Office 365 is split between the different workloads, and various functions. To fully manage Office 365, you need to have Global Admin credentials, and that’s not a role that you want to be assigning out to lots of people. Best practice recommends that you limit Global Admin access to a select few people to reduce the risk to your organization.
